National University of Singapore (NUS) provost Prof Tan Eng Chye will succeed the current president on Jan 1, 2018

Dear Eng Chye

Warmest congratulations to your well-deserved appointment as NUS President. Your appointment will no doubt bring NUS to new heights, and bring new hournors to NUS and Singapore.

I have recently been appointed the President of the Singapore-China Association for the Advancement of Science and Technology and you are our Honorary Adviser. The Management Committee of SCAAST have met a few times to make sure we work closely with the local universities and research institutes to establish better collaboration between Singapore and China. Utilizing the excellent complementary advantages of the two countries and the similarity in language and culture, SCAAST has planned many activities that would be mutually beneficial to both countries.

SCAAST will arrange a lunch with our expanded Advisory Board members to report to you our plans and listen to your comments and suggestions.

Congaratulaions again and hope to see you again soon.

Inauguration of SCAAST Board of Fellows

Singapore-China Association for Advancement in Science and Technology Annual General Meeting 2016/2017

President’s Approval Letter of SCAAST Board of Fellows

Following the AGM 2016/2017 bill on formation of the SCAAST Board of Fellows as well as the decision made at the 1st meeting of the 5th Executive Committee,I approve the qualifications for a SCAAST Fellow and the organization of the SCAAST Board of Fellows as follows:

1. SCAAST Fellows are from within the Ordinary Members defined in the Constitution, and must be from within its Permanent Members; the number of Fellows should not exceed 1/3 of the Ordinary Members;

2. SCAAST Fellow is a permanent title awarded to those Permanent Members who have significantly contributed to SCAAST via their long-term services since the foundation of the association; From within the Permanent Members, the Fellows belongs to the constitutional Ordinary Members, and in principle, the number of Fellows should not exceed 1/3 of the Ordinary Members;

3. The Fellows should be those Permanent Members who are well established in theoretical or practical work in the fields of science, medicine, engineering and management science;

4. The Fellows should be those Permanent Members who have also displayed integrity, responsibility and reliability in the association’s functions, which is of consensus on SCAAST’s value system;

5. The first cohort of Fellows shall be selected from the Permanent Members by the President’s Selection Committee;

6. The second and onward cohorts of Fellows shall be added annually around AGM; each Fellow candidate should be recommended by at least two Fellows, submit his/her resume, and supported by at least 2/3 of the Board of Fellows via voting at the board meeting;

7. There is one Chair of Board of Fellows in charge of the organization, reporting to the President in the Executive Committee; The President may be the Co-Chair of Board of Fellows to advice on its functions.

Reception to bid Farewell to Ambassador HE Mr Chen Xiaodong and Mrs Chen

On the evening of 24th July 2017, Singapore-China Association for Advancement Science & Technology (SCAAST) co-organized a farewell reception at Regent Singapore for the Chinese Ambassador HE Mr Chen Xiaodong, together with the Singapore China Friendship Association, Ee Hoe Hean Club (EHC), Institute of Advanced Studies (IAS) of Nanyang Technological University, Tan Kah Kee Foundation and Tan Kah Kee International Society.
On behalf of each organizations, SCFA President Prof Phua Kok Khoo, EHC President Mr Ko Oon Joo Francis, SCAAST President Prof Shen Zexiang gave speeches at the Reception.
Prof Shen expressed gratitude towards HE Mr Chen, for his contributions and efforts in promoting Singapore-China relations. He said, SCAAST is a unique association with over 250 members, many of them have Masters and Ph. D education background. SCAAST serves as a platform for interaction and collaboration in science and technology between Singapore and China. In the past eight years, the technological cooperation and communications between two countries has scored remarkable achievements. Under the Belt and Road Initiative, Singapore-China will continue to cooperate closer in all fields. Prof Shen also wished HE Mr Chen to have a flourishing and successful career.
In HE Mr Chen’s speech, he thanked SCAAST and the co-hosts for excellent results in strengthening China-Singapore relations and promoting people-to-people friendship between peoples of China and Singapore. He also thanked the co-hosts for hosting the farewell reception. He indicated, people-to-people friendship between China and Singapore plays an important part in strengthening China-Singapore relations. He also emphasized the importance of humanities area in China-Singapore relations, and believed that China-Singapore relations will continue to strive, and so to the people-to-people friendship between China and Singapore.
The co-hosts presented gifts to HE Mr Chen and took group photos. All the guests toasted and expressed good wishes for HE Mr Chen and Mrs Chen.
There were around 90 guests graced the function, including officials from the Chinese Embassy. SCAAST Vice President Dr Zhao Yi, Mr Sun Jianping and Dr Jing Tao, Director of General Office Ms Ren Zhimin, Deputy Secretary Mr Lim Heah Choun, Dr Zhai Lianyin and Mr Ai Xiran attended the event.

SCAAST signed MOU with Yan An delegate

由新中科促会常务副会长蓝伟光博士主导引进,延安市政府和科促会联合主办的延安膜谷•净水小镇(Aquapolis) 招才引智,招商引资说明会于2017 年7月20日在新加坡Raffles Town Club 举行。

延安市人民政府主要领导及新加坡南洋理工大学荣誉校长徐冠林教授、新加坡国际企业局中国司副司长符安琪女士、新加坡交易所高级副总裁汤桂莲女士、新加坡中国友好协会会长潘国驹教授、有“新加坡规划之父”之称的刘太格博士、新加坡分子与细胞生物研究院院长洪万进教授,中国驻新加坡大使馆科技处王蓉芳参赞等政府、大学、科技、金融、企业等各界人士出席了说明会。由科促会申泽骧会长带领的科促会全体新执委也积极参与,履行了主办方的职责。在说明会上申会长代表科促会致辞,推介科促会并表达支持实施延安膜谷·净水小镇的设想。周长久副会长在会上专题介绍科促会,从组织结构,会员背景,近期活动,长远规划等方面进行了全方位的展示,丰硕的成果令与会嘉宾为之一震,印像深刻。

在延安市政府官员介绍说明了延安的天然资源,发展进程及延安膜谷·净水小镇的投资设想后,常务副会长蓝伟光博士通过精心准备的短片详细介绍了新加坡的水规划与管理、污水处理及海水淡化工程以及新加坡生物谷(Biopolis)的现代科研模式,为延安膜谷·净水小镇的建立提供了可行的设计理念。

在此次说明会上,新中科促会授权代表周长久副会长与延安市人民政府授权代表、延安市发改委副主任兼重点办主任常程炜先生分别代表双方签署了战略合作协议,利用科促会的人才与技术资源,为中国革命圣地延安经济的转型及延安大学的发展提供服务。

2017年6月13-15日,科促会新任会长申泽骧教授率领科促会代表受邀参加天津市委市政府和国务院侨务办公室共同主办的2017中国·天津华侨华人创业发展洽谈会暨世界侨商项目与商品博览会(简称“华博会”)。会议期间,科促会代表团的科技项目与天津市宝坻区达成了意向协议。科促会代表同时也受邀参观访问了天津大学,天津宝坻区高新技术园区等单位。

新加坡—中国科学技术交流促进协会2016/2017年度会员大会及执委会换届选举于2017年6月3日顺利召开。

大会选举产生第五届执委,并推选申泽骧教授担任科促会第三任会长。

会后,新任会长申泽骧教授发表了会长致辞,全文如下:

尊敬的科促会全体会员:

随着科促会新一届执委会首次会议的召开,我们开启了又一个新起点上的征程。

非常感谢大家的信任,委仼我为新一届的科促会会长。我深知协会成立八年来,历届执委和会员们一直都在默默无偿地为协会奉献着,我由衷地感谢你们。
我尤其感谢由林峰会长领军的上一届执委会,近年来已有二百五十余名志同道合者自愿加入科促会与我们同行,同时科促会对国内的科技交流也逐渐向深度和广度拓展。
上一届执委会对科促会的发展功不可没。

虽然我们的协会并非显赫,我们的业绩也谈不上辉煌,但科促会承载着我们的信念和理想,科促会走到今天,每一步都伴随着会员们的热情参与。

面对着繁杂的公务和超负荷的教学安排,对会长一职我曾忐忑过,是会员们的负责精神教育了我,也是你们的热情感染了我,所以我会自觉自愿地欣然领命,轻装上阵,决心尽全力而为,志在不辱使命。

Dr. Lan Welguang speech of the market analysis for innovations in China

As a member socializing activity, SCAAST held a Forum on entrepreneurship and finance on 11 June 2016. SCAAST vice president and Board Chair of Singapore SUNTAR International Group, Prof Lan Weiguang, kindly delivered a talk on the market analysis for innovations in China. He shared his precious opinions and experience on technical startups, internet business and branding tactics. Mr Xu Shengyu of Philips Securities also gave a presentation on the performance of global market and strategies in investigation. A subsequent interaction session was also arranged which allowed the attendees to interact with the speakers and among themselves deeply. There were 33 members and friends attended this forum.
