SCAAST Annual General Meeting was held at Nanyang Polytechnic on 1 June 2014. On behalf of the Executive Committee, President Lin Feng reported on the major development of the association in the past year, and the plan for future activities. Highlighted are its efforts on formation of technical chapters and the strategies for more efficient collaboration modes in Singapore and China. The meeting approved the Treasurer Report 2013/1014 by Mr Heng Hiang Jin. The association is with a healthy financial status. Honorary President Lu Li presented the Service Award and Contribution Award to a few active members. Following the AGM, the members shared with each other their interesting experiences in technology innovation and business development. Honorary Secretary Xie Ming gave an attractive talk on nature of financing in economic development.

On 1 June 2014, SCAAST held a buffet lunch party to appreciate Chancellor Zhang Weicheng of China Embassy to Singapore for his support to the association in the past years. Mr & Mrs Zhang will be leaving Singapore for China in June 2014. In the same ceremony, SCAAST also welcome Chancellor Song Dezheng who resumed his duty in China Embassy recently. Besides Mr & Mrs Zhang and Mr Song, their colleagues Chancellor Yu Yunfei and Chancellor Liu Hongmei, as well as Director Yang Guoqing and Mr Zhang Weizheng of China State Administration of Foreign Experts Affairs (Singapore) were invited to join the party.

Led by Vice Chairman Liu Huitong, a delegation of Tianjin Association for Science and Technology held a meeting with SCAAST ExCo members including Honorary President Lu Li and President Lin Feng in Nanyang Technological University on 4 December 2013. Mr Liu introduced Nankai University Talents Programme and other exchange programmes in Tianjin especially those for its districts and counties. In this connection, SCAAST Vice President Shen Ze Xiang shared with the visitors the Integrated Graduate Programme in NTU. Requested by SCAAST, Mr Liu and Mr Li Shihui, Deputy Director of Department of Science and Technology, Heping District, introduced the recent development in Binhai New District and Eco-City, a joint venture between China and Singapore. Mr Liu Wei, Deputy Director of Department of Science and Technology, Jixian County, shared information of the “Panshan Culture and Innovation Park” in the county and its convenient transport from Beijing Capital Airport. SCAAST Executive Vice President Li Erping and Executive Deputy Secretary Fang Zhongping also shared with the visitors their opinions on the relevant issues. Both sides are keen to strengthen the link for research projects and talent exchanges on a more systematic platform.

Invited by the relevant local authorities, a SCAAST delegation formed by Dr Lu Li, Dr Jing Tao, Dr Chen Wenjie and Dr Wu Xiaowei attended the above conference with their respective projects during 6 to 8 November 2013.

Zhejiang province is strong in its economy development and manufacturing activities. Along with the rapid economical transitions all over China, the province presents urgent needs for both funding and human talents. Themed with “exchanges, cooperation, innovation and entrepreneurship”, this conference received hundreds participations from developed economies such as USA, Canada, UK, France, Germany, Japan, Australia and Singapore. The SCAAST proposed seven projects from respective experts though only four participated.

Joint meetings of oversea talents and local funds at Fuchun Hi-Tech Park.

Some of the Delegates were also invited to visit technical parks at Gongsu Economical Development Zone, Quzhou City and the world class whole sale market at Yiwu City.

Deep discussions were hold between individual delegates and local enterprises including Yuanda Electronics, Baoding Heavy Industries, Sida Furnace Systems, Jinma Electricals, Yonglida CNC Machinery and Yiguang CNC Equipments. The delegates discussed on the developing status in relevant sectors and introduced their respective innovation designs. The local enterprises showed eager to new technologies for upgrading and transiting their products to a higher level. The respective delegates will follow up with the initial contacts established.

It’s noticeable that the conference is practical and effective.The organization thus became very focused with higher efficiency.

On 8 October 2013, Dr Lin Feng, President of SCAAST, signed an agreement with Prof Xiong Zhixiang, President of Foshan University of Science and Technology. Supported by Guangdong Province and Foshan Municipal Administration, the two parties will establish Foshan-Nanyang Institute to conduct R&D and educational collaborations in Foshan. Following the ceremony, Guangdong Province Overseas Chinese Affairs Office and Foshan municipal leaders hosted a dinner and discussed the relevant issues with the two delegations.

The SCAAST held a Lunch cum Karaoke Session at Padang Palace Restaurant, Singapore Recreation Club, on 14 Sept 2013 to celebrate the traditional Mid-autumn Festival. Around thirty members gathered in this celebration. It is a great honor by the presences in this celebration of Councellor of Science and Technology, Mr&Mrs Zhang Weicheng and Counsellor & Consul General, Ms Liu Hongmei of the China Embassy to Singapore; the Chief Representative, Mr Yang Guoqing, and Representative, Mr Zhang Weizheng, of the China Association for International Exchange of Personnel; and SCAAST Advisory Committee member, Dr Loh Wah Sing. Dr Lin Feng, the SCAAST president, briefed the audience the current projects the association was developing. He also expressed great appreciations to the guests for their consist support and help to the association in developing cooperation projects and talent exchanges. Participants showed good singing talents with great interactions.

Honorary President Dr Lu Li, President Dr Lin Feng and other SCAAST colleagues held a meeting with Director General Xie Naitang and his delegation of Guangxi Science and Technology Department (GXSTD) in Nanyang Technological University on 7 August 2013. Dr Lu and Vice-President Professor Shen Zexiang introduced to the guests SCAAST’s cooperation with GXSTD in the past and the on-going SCAAST Chapters. Director Zhang Xiaofei of International Cooperation, GXSTD, detailed the new “China-ASEAN Technology Transfer Center” and the establishment of the technology transfer networks; he also expressed their interest in sharing of resources and project developments with SCAAST, co-organization of Singaporean companies and research institutes for linking with their Chinese counterparts, etc. Director Xie further addressed the opportunities for mutual development provided by the annual China-ASEAN Expo in Nanning city; he reviewed the rapid advancement in science and technology in Guangxi in the past years, and expected more collaborations between Guangxi and Singapore. Invited by SCAAST, Dr Dai Shiyan, Deputy Director of NTU China Affairs Offices, introduced a series of Master’s programmes and training courses catering to Chinese officials, which is much appreciated by the delegation. President Lin and SCAAST will continue to work with GXSTD to materialize the discussed proposals.

On 18 July 2013, Mr Duan Jielong, Embassador of China to Singapore held a meeting with some of the SCAAST Executive Committee members in the Embassy of China, and had a dinner with the delegation at the Residence of Embassador; accompanying Mr Duan are Mr Zhang Weicheng, Counsellor (Science and Technology), Mr Yu Yunfeng, Counsellor (Education) and Mdm Liu Hongmei, Counsellor and Consul-General from the embassy. Dr Lu Li, SCAAST Honorary President, and 9 delegates participated in the meeting and dinner; Dr Lin Feng, SCAAST President, Dr Li Erping and other Vice-Presidents reported to the Embassador on SCAAST’s roles in Singapore-China exchange, its major activities in the two countries, its membership and the on-going construction of chapters. Mr Duan introduced the framework of China-Singapore cooperation and the various aspects of the work in collaborative research and exchange of talents. On behalf of the association, Dr Lu expressed his appreciation to the leadership of the Embassy of China, and presented Mr Duan a trophy with the scripts of “任重致远”.

The Investment and Technology Cooperation Conference between Yangzhou,China and Singapore was held in Shangri-La Hotel on 22 July 2013. The delegates from Yangzhou headed by the Executive Deputy Mayor, Mr Ding Chun, include the officials from various Yangzhou Government Agencies and the CEO/Chairman from a number of companies located in Yangzhou. Mr Ding Chun and the Director of Yangzhou Science and Technology Agency, Mr Zhao Sunlin, gave promotional talks on Yangzhou investment environment, new strategic industrial and technological fields, talent programme etc. Singapore-China Association for Advancement of Science and Technology (SCAAST) is the co-sponsor for this event. A total of 20 delegates including Dr Lu Li, the SCAAST Honorary President, and Dr Lin Feng, the SCAAST President, participated in this conference. On behalf of SCAAST, the SCAAST Executive Vice-President Dr Li Erping gave a presentation on the association and the recent economic, and science and technology development in Singapore; Dr Lin Feng inked two collaborative MOUs with the Yangzhou Municipal Government and Yangzhou Science and Technology Agency, respectively.
